why you should not start works prior to an approval
Getting a building approval ensure that you are protecting your biggest asset. It is a criminal offence to breach building, planning & environmental laws & enforcement action can be taken by relevant authorities. The approval process assesses that your building is:

Is sited on your block of land correctly
Has appropriate Fire Safety inclusions
Has adequate protection from pests (such as termites)
Meets the minimum energy & water efficiency regulations
